Reducing reliance on agency staff: proposals on admin & estates and off-framework agency staff

Overview

Since the agency rules were introduced in April 2016, trusts have reduced agency expenditure by over £1bn.

To help trusts build on this progress we are proposing two measures that will have a positive impact on reducing agency spend in non-clinical areas:

Proposal 1: Restrict the use of off-framework agency workers for non-clinical and unregistered clinical shifts.

Proposal 2: Restrict the use of admin & estates agency workers, except for special projects and shortage specialties.

 

 

Why We Are Consulting

NHS Improvement would like to understand any potential impact of the two proposed changes to the Agency Rules. It is also intended to inform what support trusts would require to implement these changes and whether there are any areas for further consideration.
